DK–BEL was set up in Villiers-le-Bel in 2004 to promote art among the most vulnerable audiences, with inclusion at the core of its work. It creates and broadcasts shows in France and abroad, often featuring dancers with and without disabilities. Menno Ettema is Head of the Hate Speech, Hate Crime and Artificial Intelligence Unit at the Anti-Discrimination Department of the Council of Europe. The Unit supports Member States with the implementation of Recommendations on combating hate speech and hate crime, and upholding equality and non-discrimination in the use of AI and algorithmic decision-making systems.
